‘Everyone has the right to freedom of movement and residence within the borders of each State. Everyone has the right to leave any country, including his own, and to return to his country.’ Inspired by this thirteenth article of the Universal Declaration of Human Rights, Phia Ménard returns to DE SINGEL. In her new creation, she dissects our Western approach to borders. The open-hearted welcoming of refugees from Ukraine touched her, but equally confronted her with prejudices. Because why is there so much less hospitality for non-Western migrants? Art. 13 raises questions about selective empathy, the knock-on effects of colonialism and the artificial borders that we create to neutralise our fears. Should our attitudes be knocked off their pedestals, or should the pedestals themselves be destroyed? Art. 13 is a fairy-tale that calls for new, still-to-be-devised paths.
